In 2025, the Punjab Government of Pakistan launched two revolutionary housing schemes—Apni Chhat, Apna Ghar, and Apni Zameen, Apna Ghar—aimed at ending homelessness and giving every family a chance to live with dignity. These programs have become a source of hope for thousands of poor and low-income families across the region thanks to the guidance of Chief Minister Maryam Nawaz Sharif.
These schemes are not just about building houses—they are about restoring dignity, offering stability, and creating a more equal society.
All of us have a roof over our heads: Apni Chhat, Apna Ghar
This programme is designed for families who already own a small piece of land (1–5 marla in urban areas and up to 10 marla in rural areas) but are unable to build a house due to a lack of funds. Under this scheme:
- The government provides interest-free construction loans.
- Beneficiaries are selected through a transparent balloting system.
- All applicants must be verified through their CNIC and property documents.
By June 2025, more than 28,000 families will have received construction support. In just the first five months, over Rs. 30 billion in loans have been distributed. Families receive the amount in phases, allowing them to build in steps and stay accountable.
Government banks are disbursing the loans and strictly monitoring them. Most importantly, these loans are interest-free, ensuring that poor families are not burdened with debt.

Apni Zameen, Apna Ghar: Land for the Homeless
This program targets individuals without any land ownership. It provides free residential plots to the most deserving families in Punjab. In Phase 1 of the program:
- 23 different government housing schemes are distributing 2,000 free plots.
- The plots measure 3 marla, providing ample space for a small family home.
- Applicants can apply online through azag.punjab.gov.pk.
After receiving the land, beneficiaries can also apply for a construction loan under the Apni Chhat scheme. In this manner, the government provides support for both land and construction, enabling the most impoverished individuals to finally own their homes.
Chief Minister Maryam Nawaz has stressed that transparency and merit will be the foundations of these programs. All data is digitized, and no political influence is allowed in the selection process.
Transparency and Technology
A major reason behind the success of these schemes is the use of technology. Applicants can:
- Apply online without any agent or middleman.
- Track their application status using their CNIC.
- Receive SMS notifications for each step of the process.
All records are verified through NADRA and land registration systems, ensuring that only genuine and eligible families receive support. Field officers from the Punjab Housing & Town Planning Agency (PHATA) physically verify the land and construction process, reducing the risk of fraud.

Impact on Families
These programs have already transformed thousands of lives. Families who once lived in slums or rented small rooms now own their land and are building safe, clean homes for their children. Women have also benefited greatly, as the government encourages joint ownership between husbands and wives, giving women a secure future.
Children in these families are also now growing up in more stable environments, improving their chances of doing well in school and staying healthy.
Economic and Social Benefits
Apart from helping families, these housing projects are also:
- These housing projects contribute to the creation of jobs in the construction and related sectors.
- These housing projects are also contributing to the growth of local economies in both rural and urban areas.

Small contractors, masons, and daily wage workers are benefiting from the construction boom, making this program a win-win for everyone.
